Statement on the White House Executive Order to Consider Designation of Muslim Brotherhood Entities
The Muslim Brotherhood categorically rejects the premise underlying the Executive Order issued on November 24, 2025.
Several democratic governments, including those of the United States, have previously reviewed similar proposals and reached the same conclusion: designating the Muslim Brotherhood as a terrorist group is both detached from reality and unsupported by evidence.
The facts have not changed. What has changed is the level of foreign pressure on the United States, particularly from the UAE and Israel, to adopt policies that serve external agendas rather than the interests of the American people.
These external agendas directly contradict the “America First” principle President Trump has repeatedly invoked, and reflect the troubling influence of foreign lobbying networks that seek to export their domestic political battles into U.S. national security decisions.
The directive is politically motivated and lacks any credible legal or security basis. The Muslim Brotherhood does not operate through “chapters". Independent Muslim Brotherhood organizations in some Muslim countries share elements of a common Islamic ideology, but are separate entities that make their own decisions and act in accordance with the law in their respective countries. The movements referenced in the directive have long histories of peaceful social, religious, civic, and political participation and have explicitly committed to peaceful democratic systems, respect for constitutional processes, and non-violent civic engagement.
The Muslim Brotherhood’s political party governed Egypt after winning the country’s first free and fair elections, until a bloody military coup that killed over a thousand civilians. During its time in government, the Muslim Brotherhood worked closely with the U.S. to uphold regional stability and advance diplomatic efforts for peace.
This Executive Order sets a dangerous precedent. Designating the Muslim Brotherhood as a Foreign Terrorist Organizations (FTOs) and Specially Designated Global Terrorists (SDGTs) undermines U.S. national security and regional stability, and emboldens those who pushed for this outcome to justify repression, collective punishment, and economic sanctions against legitimate political actors and the millions of people and beneficiaries connected to the movement through its social, religious, and charitable work.
If the United States is to uphold its own principles of due process, transparency, and fairness, it must engage directly with legitimate representatives of each movement it seeks to designate, rather than outsourcing such determinations to foreign governments with clear political interests in silencing opposition. The Muslim Brotherhood is actively pursuing all available legal avenues to challenge these unfounded actions and remains prepared to engage with the U.S. administration in good faith.
Furthermore, this directive does not serve the interests of the United States or its people. The Muslim Brotherhood has no organization, branch, or representation anywhere in the United States. The Muslim Brotherhood does not operate on U.S. soil and has no organizational, operational, or financial connection with any entity in North America. Any attempt to conflate us with a U.S.-based organization is false and misleading, and serves only to vilify American Muslims engaged in lawful civic, charitable, and religious work.
The notion of the Muslim Brotherhood’s “presence” in the United States is the product of a long-running campaign by a network of Islamophobic institutions and foreign lobbying groups that promote conspiracy theories to distort American policy for external political gain. The November 18 proclamation by the Governor of Texas is just one example of how this disinformation has been translated into discriminatory and harmful policy statements.
This Executive Order should be rescinded. Any fair, evidence-based review, consistent with prior assessments by democratic governments, will confirm that there is no legal or factual basis for the designations being considered by this directive. The Muslim Brotherhood will continue to pursue its goals exclusively through peaceful, democratic means and to seek constructive engagement with all governments, including that of the United States, on the basis of mutual respect and international law.
